Plans to improve the Marsh Mills roundabout as part of a major boost to Plymouth’s strategic road network are taking a step forward. The junction off the A38 is the main gateway for visitors to Plymouth, as well as the main route for commuters from the eastern part of the city accessing the city centre and the waterfront.
But as part of the Major Road Network scheme, improvements are proposed for the junction as well as the approaches to it. The scheme includes localised road widening to increase capacity and improve the operation of the junction, helping to reduce delays and journey times. Improvements to the cycling and walking infrastructure will also be delivered to support greater travel by these modes.
The plans comprise of a new traffic lane on the western side of the roundabout circulatory, an extension to the A374 Embankment Road eastbound slip lane, an on-road cycle lane on the eastbound approach to the roundabout, additional highway capacity on the northern approach to the roundabout and the widening of the existing shared-use cycling pedestrian paths and crossing points on the north side of the roundabout including under the flyover.

This week, a request for an Environmental Impact Assessment screening opinion for the highway works including road widening, cycle lanes and associated works has been submitted to Plymouth City Council. Subject to the works going ahead, it is estimated that staggered construction on the scheme will begin in the early 2026 and end in Spring 2027.
The Plymouth MRN route provides vital connections between the A38 and the major employment areas at the Dockyard and Naval Base at Devonport, the Oceansgate Enterprise Zone, to the Continental Ferry Port, and to the City Centre and Waterfront Growth area.
Last August, £6.35m funding, made up of funding secured from the Department for Transport (DfT), the Environment Agency (EA) and Strategic Transport s106 developer contributions, was awarded and will allow the Council to draw up detailed designs of potential improvements to the route, needed for the final bid to the DfT to secure the funding for construction, with the aim of improving air quality and reducing congestion.
